Dholera SIR Explained

What is Dholera Smart City? A Plain 2026 Guide

India’s first greenfield smart city, explained without the sales pitch — where it is, what is actually built, and what to check before you buy.

Dholera Smart City is India’s first greenfield smart city — a metropolis being built from scratch on 920 square kilometres of land in Gujarat’s Ahmedabad district, roughly 100 km south-west of Ahmedabad. Its formal name is the Dholera Special Investment Region (Dholera SIR), and it is the flagship node of the Delhi–Mumbai Industrial Corridor (DMIC).

If you have landed here after seeing a plot advertisement, this is the plain version most ads skip: Dholera is a government-planned industrial-and-residential region, not one builder’s township. Through 2024–2026 it moved from “on paper” to visibly under construction — roads laid, a semiconductor fab rising, and an expressway nearly done. It is also a long-horizon project, which is exactly why the “what” matters before the “how much”.

Where is Dholera Smart City?

Dholera sits in Dhandhuka taluka of Ahmedabad district, Gujarat, on the western coast near the Gulf of Khambhat. It is about 100 km from Ahmedabad and around 130 km from Gandhinagar. So when people ask “Dholera smart city is in which state” — the answer is Gujarat, and the nearest big city is Ahmedabad.

The link that changes everything is the Ahmedabad–Dholera Expressway: a 109 km, four-lane greenfield highway (expandable to eight lanes). As of 2026 it is roughly 92% complete, and the drive is expected to settle at 45–50 minutes once fully open — against 2.5–3 hours on the old state road. That single number is why land within Dholera’s belt is watched so closely.

What actually makes it a “smart city”?

The label gets thrown around loosely, so here is the mechanism. Dholera is greenfield, meaning it is planned on largely empty land before people move in — the opposite of retrofitting an old, congested city. The core planning ideas:

  • Utilities-first layout: water, power, sewage, gas and fibre run through underground utility ducts, so roads are not dug up every year.
  • ABCD building and a central command centre: the Activation Area is monitored from an Integrated Command and Control Centre — traffic, water and power managed centrally.
  • Plug-and-play plots: industrial and residential plots come pre-serviced, so a factory or a home can connect utilities quickly.
  • Zoning: separate zones for industry, residential, recreation and knowledge/IT, rather than the mixed sprawl of older cities.

It is developed by Dholera Industrial City Development Limited (DICDL), a joint venture of the central government’s DMIC agency and the Government of Gujarat — not a private builder.

The 920 sq km plan — and how much is really built

The full Dholera SIR is 920 sq km — about twice the size of Mumbai. That whole area will not be built at once. Development starts with a smaller Activation Area of roughly 22.5 sq km, where the trunk infrastructure — spine roads, the command centre, water and drainage — is already in place. The rest fills in over phases stretching into the 2030s.

This staging is the single most useful thing to understand as a buyer: the closer a plot is to the Activation Area and the expressway interchange, the more “real” the surrounding infrastructure is today.

Why Dholera is suddenly in the news

Three things flipped Dholera from “future promise” to headlines in 2025–2026:

1. India’s first semiconductor fab

Tata Electronics, with Taiwan’s Powerchip (PSMC), is building India’s first semiconductor fabrication plant here — a ₹91,000 crore (~$11 billion) facility planned for up to 50,000 wafers a month. As per the Tata Group newsroom, it is designed to roll out India’s first commercial chip around end-2026. A second player, Nextgen, has announced an ₹8,800 crore silicon-carbide fab.

2. The airport started flying trials

The Dholera International Airport saw its first trial aircraft landing by the Airports Authority of India on 4 June 2026, with Phase 1 completion expected around 2027 and cargo operations targeted first. A working airport 20-odd km from the city core is a genuine demand driver, not a brochure line.

3. The expressway is nearly done

At ~92% complete, the Ahmedabad–Dholera Expressway is the piece that makes daily commuting and logistics viable — and it is the reason the “risk era” language around Dholera has softened in 2026.

Five common myths about Dholera Smart City

The buzz around Dholera has bred as much misinformation as genuine interest. Clearing the five most common myths tells you more than another round of statistics.

Myth 1: “Dholera is already a finished city”

It is not. In 2026 the Activation Area’s core infrastructure is built, the expressway is open and the airport is in its final stretch — but the bulk of the 920 sq km is still farmland and future phases. Anyone showing you a render of a glittering skyline is showing you the plan, not the present.

Myth 2: “Prices are guaranteed to multiply”

No one can guarantee that. Land can rise, stall or fall, and the honest position is that Dholera is a long-horizon bet, not a fixed-return product. Treat “prices will double in X months” as a sales line, never a fact.

Myth 3: “It is only for big investors”

Plotted land in and around the SIR comes in a range of sizes, and both individual buyers and NRIs participate. The real filter is your holding period, not the size of your wallet.

Myth 4: “All Dholera land is the same”

Far from it. A plot beside the Activation Area with expressway access is a completely different asset from raw land 15 km out, even though both carry a “Dholera” address. Location within the region is the single biggest variable.

Myth 5: “Any cheap plot is a bargain”

Usually the opposite. A suspiciously cheap “plot” is often agricultural land that cannot legally be built on, or a lone parcel far from any road. Cheap and legally clean rarely travel together — which is exactly why the document checks in this guide matter.

Who buys in Dholera — and who should wait

Being honest about fit matters more than hype. Dholera today suits:

  • Patient investors and NRIs who can hold land for several years while infrastructure matures.
  • Buyers who do their own due diligence — title, land-use and approvals — rather than trusting a single sales call.

It is a poor fit if you need rental income now, want a built home to move into this year, or are being sold “guaranteed returns” — no one can guarantee land appreciation, and that phrasing is a red flag, not a feature.

Before you buy any Dholera plot, verify: that the land is non-agricultural (NA) with NOC, that the title is clear, that the sale is by a registered sale deed, and where the plot actually sits relative to the Activation Area and expressway. Ask for documents in writing.

Is Dholera Smart City a good investment?

That depends entirely on the individual plot, its paperwork, its distance from live infrastructure, and your holding period — so treat anyone quoting a fixed return with suspicion. What is factual: the government has committed real capital, the anchor industries are physically under construction, and connectivity is arriving. Whether that translates into a good outcome for your plot is a diligence question, and this guide is general information, not investment advice.
